I know it's a bit late, but I am playing catch up on your older pubcasts as I just happened across them on itunes.
I asked one of our local cops here in Oregon (USA) and he said they have a lower age limit of 21. He also mentioned that it has some relation to the drinking age being 21 and cops spend a lot of time in and around bars.
He mentioned it varies from state to state here in the US.
Anyway, love the show and I'll try to have more timely responses once I get up to date :)
